International standards of public financial management have been improving steadily, led by international agencies such as the IMF, the World Bank and the UN Development Fund. Maintaining these standards including applying current best practice will be particularly challenging over the next decade as major adjustments required to meet the challenges of climate change and achieve millennium development goals are now overlayed by the financial consequences of the pandemic.
This course will equip all those involved in planning, managing or reporting on public finances with up-to-date knowledge of current best practice covering the full public financial cycle of budget planning, budget execution and budget reporting. It will also include practical skills-based sessions on some of the key techniques.
Knowledge sessions will cover key concepts such as strategic financial planning, alternative budgeting methods, cash and debt management, costing and policy appraisal, revenue management, financial reporting and evaluation.
These will be complemented by case studies and skills-based sessions involving specific techniques such as fiscal risk management, performance budgeting, budget adjustment and financial reporting and audit.
